Because the most operationally relevant thing happening across organizations — in technology, in management, in the way teams actually function — is a quiet crisis of definition. The word operational has been stretched until it covers everything, which means it now explains nothing.

"Operational" Has Become a Comfort Word
When executives say a system is "operational," they usually mean one of three different things: it exists, it runs without catching fire, or it produces the outcomes it was built to produce. These are not the same thing. The first is a procurement milestone. The second is a maintenance standard. Only the third is actually operational in any meaningful sense.
The pattern suggests this conflation isn't accidental — it's protective. Calling something operational forecloses the harder question of whether it's working. A CRM that sales reps route around is operational. A hiring process that takes four months is operational. A dashboard nobody looks at is operational. The system runs. The outcome doesn't follow.
I'd argue this definitional slippage is one of the most underexamined sources of organizational drag. Not because people are confused about words, but because the confusion is load-bearing. It lets teams declare victory at the wrong checkpoint.
The Checkpoint Problem Is Getting Worse, Not Better
The pressure to ship — whether software, policy, process, or product — has compressed the distance between "launched" and "validated." In practice, this means more things enter operational status before anyone has confirmed they do what they're supposed to do.
This isn't a technology problem specifically. It shows up in how organizations treat internal processes just as readily as external products. A new onboarding workflow gets rolled out, adoption is announced, and the question of whether new hires are actually ramping faster gets deferred to a quarterly review that never quite arrives. The process is operational. The outcome is unexamined.
The compounding factor is that most organizations measure activity more readily than effect. Tickets closed. Meetings held. Trainings completed. These are countable, and counting them feels like rigor. But activity metrics are leading indicators at best and noise at worst. The gap between what gets measured and what actually matters is where operational drift lives.
What Rigorous Operational Thinking Actually Requires
There are three questions that separate operational intelligence from operational theater:
What is this supposed to change? Not what it's supposed to do — what it's supposed to change. A process that runs smoothly but doesn't alter an outcome is a well-maintained irrelevance. Starting with the intended change forces specificity about causation, not just function.
How would we know if it stopped working? Most systems have no honest answer to this question. The absence of a clear failure signal is itself a design flaw. If degradation is invisible until it's catastrophic, the system isn't operationally sound — it's operationally fragile with good optics.
Who owns the outcome, not just the process? Process ownership is common. Outcome ownership is rare. The distinction matters because process owners are incentivized to keep the process running; outcome owners are incentivized to change the process if it stops producing results. These are different jobs, and conflating them produces systems that are maintained but not improved.
None of this is novel in isolation. The discipline of operations management has been asking versions of these questions for decades. What's changed is the surface area. More of organizational life is now mediated by systems — software, workflows, automated pipelines — that can run indefinitely without anyone noticing they've stopped producing value. The operational question used to be about factories and logistics. Now it's about nearly everything.
The Intelligence Part Is Harder Than the Operational Part
"Operational intelligence" as a concept implies something beyond monitoring — it implies the capacity to interpret what's happening and act on it. That's a higher bar than most organizations are actually meeting.
Monitoring tells you the system is running. Intelligence tells you whether it should keep running as-is, be adjusted, or be replaced. The gap between those two is where most organizations stall. They have dashboards. They have reports. They have weekly syncs. What they often lack is a clear decision architecture: who looks at what signal, by when, and with what authority to act.
The result is a peculiar kind of organizational paralysis that looks like activity. Data is collected. Reports are generated. Meetings happen. But the loop from observation to decision to adjustment is broken or absent. The system is monitored. It is not intelligently operated.
What to Actually Watch For
The organizations getting this right share a few observable traits. They distinguish between operational reviews (is the system running?) and outcome reviews (is the system working?), and they hold them separately. They assign explicit owners to outcome metrics, not just process metrics. And they treat the absence of a clear failure signal as a design problem to solve, not a sign that everything is fine.
The practical implication for anyone running or evaluating systems — whether that's a software deployment, a team structure, or a business process — is to ask the checkpoint question before the launch question. Not "are we ready to go live?" but "how will we know, six weeks from now, whether this is working?"
That question is uncomfortable. It requires committing to a definition of success before you know whether you'll hit it. But that discomfort is the point. Operational intelligence isn't a reporting function. It's a discipline of honest accounting — and the first thing it demands is that you stop calling things operational just because they're running.
