That price ceiling is doing real work. At sub-$250K per round with a cost-per-effect below $500K, the Pentagon is explicitly designing for expendability at scale — the same logic that drove the Reaper replacement conversation and the CCA program's "affordable mass" framing. The range requirement (600-plus nautical miles) and payload preference (100-plus pounds) put this squarely in cruise-missile territory, but the production rate requirement — 100-plus systems monthly — signals they want something closer to a commodity than a precision weapon.

The timing is pointed. Bloomberg reported Wednesday that the Pentagon awarded roughly $135 billion in mega contracts in a single day as Iran war demands strain existing stockpiles. G-BAM reads like the other side of that equation: the mega contracts replenish what exists; G-BAM funds what replaces it.

Routing G-BAM through that office means successful vendors aren't just winning one contract; they're entering a "common assessment and transition pathway" that could feed follow-on prototype deals, production contracts, or SBIR opportunities across multiple services.
